  4.          CLUB COMPETITION RULES & CONTEST DISQUALIFICATION CRITERIA

  7. CLUB COMPETITION:
  8.  
  9. Only ARRL-affiliated clubs may participate in the club competition. A member
  10. must be listed in the regular score listings to be counted for a club.
  11.  
  12. For a club to be listed, two conditions must be met.
  13.  
  14. 1. At least three different entries from members of the club must be
  15. submitted.
  16.  
  17. 2. All members wishing to be included in the club score must indicate the
  18. club name on their summary sheet and the club secretary must send  list of
  19. all club members eligible to compete for the club and which level
  20. (unlimited, medium, local) they wish to enter for each competition. Remember
  21. to meet the mailing deadline!
  22.  
  23. There are three levels of club competition:
  24.  
  25. 1. UNLIMITED: Any club submitting 51 or more entries. (One station can
  26. submit two entries - one on CW and one on phone in the November Sweepstakes
  27. and the DX Contest.) All stations and all operators must reside within 175
  28. miles of the clubs center. All members must attend at least two club
  29. meetings per year to be eligible to submit an entry. If, however, they have
  30. not been a member for a years time, they must have attended a meeting as a
  31. member prior to the contest. Those club members who are disabled in such a
  32. way that they are unable to travel are exempt from the two-meetings-per-year
  33. rule, but they must be regularly active in club affairs. To be considered
  34. bona fide, a member must be active in club affairs. Members living outside
  35. of 175 miles and/or members operating stations outside 175 miles may not
  36. compete in the club competition. The club must be ARRL-affiliated.

  38. 2. MEDIUM: Any club submitting 50 or fewer entries, except as noted in local
  39. club criteria below. The same mileage and attendance requirements apply as
  40. the unlimited class club. The club must be ARRL-affiliated.
  41.  
  42. 3. LOCAL: Any club submitting 10 or fewer entries. All members must reside
  43. within 20 miles of the club's center. There is no attendance requirement.
  44. Again, the club must be ARRL-affiliated.
  45.  
  46. Single-operator and multioperator station scores may be counted. At a guest-
  47. operated single-operator station, both the guest operator and the station
  48. licensee must be members of the same club in order to count the score for
  49. that club. At multioperator stations, at least 66% of the operators must be
  50. members of the same club for the score to count for that club. A
  51. multioperator entry may (optional) utilize nonmember operators licensed one
  52. year or less without including such operators in the above 66% calculation.
  53. The interest here is to encourage clubs to recruit contesters from newer
  54. amateurs without adversely affecting the club aggregate score.
  55.  
  56. In conjunction with the two-meetings-per-year rule, the club must hold at
  57. least four in-person meetings per year. A club's entry classification may be
  58. changed if, in the opinion of the ARRL Awards Committee, the club has
  59. manipulated its number of entries to fall into a lower classification (eg,
  60. if a club with 100 members submits only the 10 highest scores, even if more
  61. than 10 of its members wish to compete.)
  62.  
  63. It is not the intent of these rules that a club should vote out a member or
  64. that a member resign and then be voted back into the club later so the
  65. member-attendance rule can be met.
  66.  
  67. The highest scoring affiliated-club entry will be awarded a gavel in each
  68. category (unlimited, medium, local).
  69.  
  70. The highest single-operator CW score and the highest single-operator phone
  71. score (ARRL International DX Contest and ARRL November Sweepstakes) in any
  72. club entry will be awarded with a club certificate when at least three
  73. single-operator CW and/or three single-operator phone score are submitted.

  76. DISQUALIFICATION:
  77.  
  78. If the claimed score of a participant is reduced by 2% or more, the entry
  79. may be disqualified. Score reduction does not include correction of
  80. arithmetic errors.
  81.  
  82. Score reduction may be made for taking credit for unconfirmed QSOs and/or
  83. multipliers, duplicate contacts and/or other scoring discrepancies.
  84.  
  85. An entry with more than 2% duplicate contacts left in the log or an entry in
  86. which more than 2% "rubber clocking" (altering the actual time to increase
  87. the operating time so that it is greater than the allowable limit) is
  88. detected will be automatically disqualified.
  89.  
  90. If a participant is disqualified, he or she will be barred from submitting
  91. an entry in the next annual running of that specific contest, eg,
  92. disqualification from the 1991 phone SS prohibits submission of an entry for
  93. the 1992 phone SS, but the 1992 CW SS participation is okay.
  94.  
  95. The call signs of all disqualified participants will be listed in the QST
  96. contest report.
  97.  
  98. Any participant on the borderline of disqualification, but not actually
  99. disqualified, may receive a warning letter.
  100.  
  101. For each duplicate contact or miscopied call sign that is removed from the
  102. log by HQ, three additional contacts will be deleted as a penalty. The
  103. penalty will not be considered part of the 2% disqualification criteria.
  104.  
  105. In all cases of question the decision of the ARRL Awards Committee are
  106. final.
